It is our great pleasure to introduce the fifth issue of our newsletter. We believe that via this newsletter we can help to provide further access to information on scholarships, conferences and other academic forums. We hope this information will be useful for those interested in learning more about their subject of study, experiencing different academic environments and exchanging their ideas with experts and counterparts from abroad. We also hope Belarusian students, scholars and professionals will thus have more opportunities to become an integral part of the international academic community and actively shape the current discourse on a new vision for the country's future.

Scholarship: IIE's Scholar Rescue Fund (SRF) provides fellowship grants for scholars whose lives or careers are threatened in their home countries. The fellowships support temporary academic positions at universities, colleges and other higher learning institutions in safe locations anywhere in the world. Fellowship periods of up to one calendar year are intended to allow the scholars to continue their important work pending improvement in conditions allowing their safe return home. Fellowships may be renewed for a second and final year. Fellowships are awarded in the form of grants of up to US $25,000. Most awards require additional financial support from the host institutions or a third-party source, support is generally equal or greater to the SRF award.

Perspective candidates: Academics, researchers, and independent scholars may qualify. In most cases, a graduate degree will be required before a fellowship is awarded. Preference is given to scholars with a Ph.D. or other highest degree in their field; who have been employed in scholarly activities at a university, college or other institution of higher learning during the last 4 years (excluding any period of suspension, ban or prohibition); and whose selection is likely to benefit the scholarly community in the home and/or host country or region.
Closing date for applications: Applications and nominations are accepted at any time throughout the year, on a rolling basis. Applications will be considered by the SRF Selection Committee at least three (3) times per year, generally in January, April, and October. Non-emergency applications must be received at least 4 weeks before a committee meeting in order to be considered. Decisions will be announced approximately two (2) weeks after each Selection Committee meeting.

Scholarship: The scholarship is meant to cover a student's living expenses. With a scholarship of 1'920 CHF per month it largely covers the financial needs.
Description: The Swiss Government awards a range of scholarships to foreign students through the Federal Commission for Scholarships for Foreign Students (FCS): university scholarships (Swiss universities and Federal Institutes of Technology), arts scholarships (schools of music and fine arts) and scholarships for universities of applied sciences (UAS). These scholarships provide graduates from all fields with the opportunity to pursue postgraduate studies or research in Switzerland at a public funded university or recognised institution. This applies to the group of Western and Central and Eastern European countries (Belarus included) included in the scholarship pool.

Swiss Government Scholarships are for full time postgraduate studies (pre and post doctoral Research Fellowships, or Master degrees) in one of the Swiss Universities. Scholarship: Each scholarship recipient will receive an amount covering tuition and fees for the LL.M study programme. An additional scholarship is allocated for travel, accommodation and incidental education expenses.
Description: The Riga Graduate School of Law announces Scholarships for an LL.M degree in Public International Law and Human Rights funded by the Open Society Institute (OSI). Eligible students currently are invited to apply for the Riga Graduate School of Law (RGSL) Public International Law and Human Rights Programme. The programme provides expertise in Public International Law and Human Rights and also offers courses in European Law. The programme is competitive and very prestigious. The Programme is based at the RGSL located in Riga, Latvia. Scholarships are funded by the Open Society Institute in order to support students with demonstrated academic excellence in law or a comparable field of study who demonstrate commitment to work in the field of public law, human rights, or public service. Students granted a scholarship must write their master's thesis in the field of public international law or human rights. Priority will be given to students who commit to work in any of the following areas upon completion of the programme: human rights, public law and public service. Furthermore, RGSL seeks to recruit students who have worked within an organization with which OSI has a relationship already, or students who are willing to work with such an organization upon completion of the programme. In the application, students are required to provide specific detail on their expectations work in a related field upon completion of the programme.
Perspective candidates: Students that hold an undergraduate degree in law or comparable degree. It is available to individuals with bachelor's or master's degree in law or related fields (or will be awarded a degree prior to admission to the programme), obtained in at least four years long studies, if basic knowledge in law and corresponding work experience is acquired; second level professional higher education, professional bachelor's or master's degree in law or other related fields, if basic knowledge in law and corresponding work experience is acquired. Eligible countries are: Belarus, Russia, Ukraine, South Eastern Europe and Central Eurasia region. Applicant must:

Field of study: Governance, Sustainable Development, Public Health, Conflict Resolution Attention! The fellowship is a non-degree granting program. Courses are observed on an informal basis, and do not earn credit towards any academic degree.
Fellowship: Fellows attend selected courses at the University of Pittsburgh and participate in practical professional activities. The goal is to improve, early in a career, the fellows' capacity to contribute to the development of their home countries in the area. Fellows will receive a living stipend of $18,000 (paid in monthly installments), mandatory health insurance, round-trip transportation to and from Pittsburgh, and a $2,000 program and professional activities fund.
Duration: one year
Perspective candidates: Individuals from developing countries who demonstrate potential as future leaders in the public, government, non-profit, or private sectors. Applicants must have completed a university degree by the application deadline, must be suitably proficient in speaking, reading, and writing English. Description: CEMFI train students for careers as professional or academic economists. Our graduates acquire the quantitative tools and research skills to work as economists in business, finance, government, and academia.
The basic graduate offering at CEMFI is its highly prestigious Master in Economics and Finance. Unlike many Master programs in the US and elsewhere, ours is self-contained and offers a well respected qualification. CEMFI grants a subset of its Master students exemptions from the tuition fee and/or scholarships for living expenses amounting up to EUR 10,000 per year. They are granted according to academic merit.

Description: The British Government's Chevening Scholarships are among the most prestigious awards available to international students for study in the United Kingdom. The scholarships are targeted at academically gifted high-flyers who have the potential to become Belarus's leaders, decision-makers and opinion formers. Most scholarships are for postgraduate Master's degrees courses (MSc, MA, LLM).
Duration: Lasting up to 12 months, but the option of undertaking a shorter period of study or research (minimum 3 months) is also available.
Scholarship: The scholarships are fully funded and cover return flights, course fees and living costs.
Perspective candidates: Candidates must be under 35 years of age, be citizens of Belarus and be resident in Belarus at the time of application, should already hold a higher education diploma (completed Bachelors degree is a minimum requirement), have good written and spoken English, have at least 3 years' relevant work experience in the chosen subject area.

Description: The Polish-American Freedom Foundation - Founder of the Lane Kirkland Scholarship Program, and the Polish-U.S. Fulbright Commission - Program Administrator, announce an open competition for candidates from Ukraine, Belarus, Russia, as well as Moldova, Georgia, Armenia, Azerbaijan, Kazakhstan and Kyryzstan for the Lane Kirkland Scholarships in the 2011-12 academic year. Duration: The Program starts usually about September 15 with a 10-day introductive/informative course whose aim is to broaden and systematize the grantees' general knowledge of Poland's history and culture as well as its political, social and economic situation. Scholarship: The grant: 9 months x 1.700 PLN. In addition following costs are covered: educational fees, lodging in Poland, insurance, travel to and from Poland, learning materials. Computers lent to the grantees become their property only after the grantees have fulfilled all conditions related to the scholarship.
Perspective candidates: The scholarship is addressed to individuals who are able to apply the knowledge and skills obtained in Poland to economic, social and democratic changes in their home countries, and who represent the following professional groups: civil servants, politicians, experts and employees of central and local government institutions, entrepreneurs, managers, leaders of non-governmental organizations, animators in culture and civic activity, academic teachers, researches, journalists. Description: The Jagiellonian University Scholarship Fund is a noble and unique initiative. The scholarships are granted to JU students and PhD students as well as to PhD students and academics form the Central and Eastern Europe, form the former Soviet Union countries and the Balkan countries. Description: The East East Program: Partnership beyond Borders supports international exchanges that bring together civil society activists to share ideas, information, knowledge, experiences, and expertise and assists practival actions resulting from that networking. Description: The CEI Cooperation Activities are projects of small scale and limited duration, which mainly take the form of seminars, workshops, short traininig courses or other kind of meetings. They are organised by institutions of CEI Member States to implement the goals and activities set by the CEI Plan of Action 2010-2012. The CEI UniNet is a contribution of the CEI to higher education in order to enhance cooperation among universities and other institutions of higher learning in Central, Eastern and South Eastern Europe. Description: Starting in January 2010, HREA will offer short on-line courses introducing human rights topics. These short on-line courses take up to 15 hours to complete, yet are completely self-paced and thus can be spread out over days, weeks or even months depending upon the situation of the learner. The courses consist of readings, short assignments, and optional interaction with other students on discussion boards. In order to complete these courses successfully learners have to pass assessments throughout the course. Upon completion, learners receive a certificate of completion (no academic credits).

European Commission launched educational programme Erasmus Mundus opened to candidates from countries also outside of the EU.
